President Bush has pushed some programs through legislation to make the playing field a bit more even for families with a higher income. The S-CHIP program, which offers medical coverage to children whose parents make up to 200% of the Federal Poverty Limit, is helping many states reach some of their younger uninsured. Pregnant women all around the country benefit from WIC, a nutrition program that provides mothers, mothers-to-be, and children under 5 access to nutritional foods like milk, juice, cereal and peanut butter. Low-income workers are also getting a boost from the President with the introduction of up to $3,000 in refundable tax credits to use toward purchasing health insurance.
Some insurance companies will help enrollees get on a budget by only charging a percentage of the monthly premium during their first year as policyholders. In subsequent years, this percentage amount is doubled until families are able to afford a full price policy. This "step-plan" makes it easier for families whose real problem isn't in affording the cost of insurance but in budgeting their finances so that they can consistently make the premium payment.
