Philadelphia has a long history of representing freedom. Independence Blue Cross, the area's largest health insurance carrier with almost three million local subscribers, recognizes the importance of freedom. It gives residents of all income levels plenty of health care options, whether it is through Keystone Mercy (Medicaid), Managed Care or Traditional Indemnity. Independence also offers children low-cost health insurance through the state's S-CHIP offering, the Children's Health Insurance Plan. To top it all, Independence funds the Chartible Medical Grant Program, which provides free or reduced medical care at clinics scattered throughout Southeastern Pennsylvania.

For other residents of the state, Independence Blue Cross offers plenty of insurance choices, including:

  • AdultBasic: Meant for adults with incomes below 200% of the federal poverty limit, this plan offers hospitalization and outpatient care, in addition to preventive treatments. It is not a free program, but with low co-pays and a cost of only $33.50 per month, it is a plan that can help many who might otherwise go without health insurance.
  • Personal Choice PPO: With this plan, consumers do not have to choose an in-network doctor, although it costs more to receive care outside of the network. Inpatient and outpatient services are offered, as well as preventative care.  
  • Traditional Indemnity: With this fee-for-service plan, consumers choose any doctor they wish, and pay a standard co-insurance for treatment, whether they receive care in a physician's office or at a hospital. Consumers contribute up to 40% of the cost of their medical care, and deductibles start at $300. 

In addition to these plans, Independence BlueCross of Pennsylvania offers no-deductible care for lower income families through Special Care. Enrollment eligibility is based on before-tax income and the number of family members living in the home.
