Capital Blue Cross of Pennsylvania also offers affordable plans for those of limited income, including the following:

• Traditional Plan: This plan provides comprehensive care, including office visits, hospitalization and physician services. Outpatient  surgery is provided through the medical surgical plan, while major medical covers physician visits as well as other non-covered services, including preventive care. 
• Comprehensive: This plan involves an annual deductible and co-insurance and covers physician visits, childhood immunizations, maternity care and laboratory tests, as well as occupational therapy and hospice care.

n addition to these plans, Capital BlueCross offers no-deductible care for lower income families through Special Care. Enrollment eligibility is based on before-tax income and number of family members living in  home.
